You buy that right by paying CoderHire $15 and then they will put your stuff under scrutiny and make suggestions to make it fit their audience better. If you don't make the changes they want to the mod it won't get put up. At least you can get a refund if it's not up to par with their standards or if it doesn't work the way they want it to.
Edit:
Make sure it has enough lines of code too or it'll be deemed too short. Adding a bunch of useless VGUI menus usually helps clutter the code and make it seem more high-tech.

What content does it use? the X and the Dot's are, i think, handled per script, not resource. So i asume, that you use the Icon. That isn't cleary stated. The best thing is to remake your own icon.

If I recall correctly, everything published by Valve is free to publish, aslong as it isn't the entire game, so any content like music, models, materials, sounds etc are free to distribute.
But, now that I think about it, you can only do that if you aren't selling them, I'm not sure if this counts because you aren't selling the material itself, I don't know. Anyone here a lawyer or know this?

All in all, Leystryku has no reason to say I am a skid except for public pastes that were around almost a whole year, he makes up random chat logs about me (writes them without me actually saying them) and calls me a skid for dumb reasons ("He couldn't even make a netvar dumper" > netvar dumpers are public, shouldn't that mean i am not a skid?). He got mad yesterday because I said I was going to release my own anticheat on coderhire, so then he went full rage mode and started typing random stuff and talked shit about 100% of the things I do without any proof.
