Would actually be cool if judges had a number of points to award, and each entry gets a percentage of the prize pool depending on the points they receive. However judges could also come together and pick the top 3, that will receive an extra sum of money.

I think having decisive winners between 1st 2nd and third works better. 1st receiving the most %, 2nd 2nd most, and so on.

There are plenty of ways to start early without having to know the theme, it's all down to how much integrity a person has
I think it's pointless to cheat like that if we're allowed to derive from the base/sandbox. I'm not sure what people could do except maybe copy and paste VGUI/General Library functions

All gamemodes must be on some form of git? So it's logged and when they're finished they can add you to it.

True but let's be honest, it's not hard to create the git on the starting date and add your code near the end once you'r ready to submit.
Sorta hard to enforce it as well.
