Having experience myself (Don't ask, I hacked recreationally, using my own old PCs as victims), This is true. PHP, Js, whatever you use, its not able to connect to other servers remotely. Besides, Hackers do not hack people just for fun, they have a reason, whether its someone going to DDoS a server if they don't give them *enter amount here* of money, or if its someone hacking a client to blackmail. Someone would also have to put in a file that has a backdoor, or if they are smart, and they aren't web based, and can use an OS to do it remotely. Honestly, This is a big scare, and don't fall for it.
