No flying planes armed with weapons and or bombs over other nations territory, unless you are at war, and have instructed your pilots specifically to not harm civilians?
No sending armed soldiers in unless the above requirements are met once more?
Heck, why not just saying that for everything?
Oh, and if submarines are passing by some land at which they are not at war with, they should not be submerged?
