and how do I manually pre luanch it I feel like I have tried everything here except for updating hardware but thats only half the problem what about now I can't change video settings. there must be another way to change video settings without doing it ingame

There are startup parameters that controls every video settings in the options panel.
You should be able to find it in Valve Wiki

And everything they design is made in Taiwan, Singapore or Germany by TSMC or other semiconductor manufacturers. Intel may have some U.S. fabs left, but most of it is made in Singapore and assembled in Germany.

I found lots of good computers for around $200 (NZ)

and one of the system specs are pentium 4 (R) 3.0Ghz

with 512Mb of ram which I can upgrade to 1GB and theres one with 1.5GB but with 2.6Ghz

but all of them only have 128Mb of intel graphics would that be good but if I just upgrade the graphics thats it

I can wait till theres a new wine version for ubuntu since I got 1.1.37 they already have 1.1.38 in development which means they only had 1.1.37 completed and has been up for around 2 weeks now wtf is up with that they always do this if the update is fucked up for some people hopefully theres a good chance for intel graphics to be a little better for me or not I could be on the verge of being brain dead trying to recompile the config files to make it run faster :(

Don't buy either of those computer you just mentioned, they both use integrated chips. If you want Gmod to run well then you need to get a proper graphics card.

you are just over that line for everything but graphics.(I think)

Best bet is to just save till you have ~800 then buy a new computer.

we'll if I do buy one of those computers I mentioned I can always upgrade the graphics then I won't have to worry about anything else I should see if any of those computers have a non-Intel graphics and make sure they have non-integrated graphics
