Better not to change the settings in-game. It crashed for me too.
how do I change the settings though IDK any other way [editline]03:21PM[/editline] and how do I manually pre luanch it I feel like I have tried everything here except for updating hardware but thats only half the problem what about now I can't change video settings. there must be another way to change video settings without doing it ingame
There are startup parameters that controls every video settings in the options panel. You should be able to find it in Valve Wiki

Intel may have some U.S. fabs left, but most of it is made in Singapore and assembled in Germany.

Don't buy either of those computer you just mentioned, they both use integrated chips. If you want Gmod to run well then you need to get a proper graphics card.
