The way i plan to do it is have a shitload of possible spawn points on the map. then have a think function that gets a fraction of the available spawn locations (like one tenth of them or probably less) and spawns random loot at them. when a player finds random loot, then another loot bag will be created elsewhere.
this way, players can't just run around the map at each spawn point and expect to find something.
the sheer number of possible spawn locations combined with random radiation spawns (randomized on map load) will make exploring the map looking for loot much more difficult than in that falloutmod you described.

I'm probably not going to do this anymore. Part of the fun of this gamemode is grabbing loot, if you killed a guy to find out that he got to keep his 3 best items, then you're basically left with all the less interesting shit he was carrying.

More progress. At this point the gamemode is totally playable, although there's only 1 type of mission currently (locate and retrieve a random quest item) and there are no other NPC's besides traders.
I made a quick testmap for showing the proper placement all of the entities, i'll post it tomorrow.
I also implemented custom permanent stashes. You can put them anywhere in your map and the player will be able to interact with them. So if you want to make some stashes in hidden places like in STALKER then you can go ahead and do that. On my test map there is a stash inside of the washing machine pictured below.

There's also a nice little compass icon for your quests (on the radar) which guides you towards your target entity.

Another quest i was planning to do was some sort of headhunt scenario. You are given a random enemy in another faction and it is your job to kill him then return to your base for the reward.
Definately keep your stuff after leaving. It would be so annoying if it didn't save your character.
Will some of the item drops be things you can use to build with, like a teleporter or things like that?
Some sort of hunger thirst is/will be in? If you disconnect will you lose your equipment and items or are they saved?

Not sure what you mean. This gamemode doesn't derive from sandbox so you can't build things with the toolgun.

There will possibly be NPC's, but they will only play a part in assisting the bandoliers.
Resource gathering, not really. You can scavenge items that will make your life easier but that's it.

no.
i may add an option for people being able to use the physgun but i'm not making this derive from sandbox. it would fuck up the entire inventory system.
