I'm pretty sure that's because there is simply no addons made for Toybox that would work in Garry's Mod 13 yet. I'm sure Garry will add it back sometime in the future.

Toybox is replaced by Workshop. I don't see the point the re-enable the Toybox in gmod 13...

No offense to garry, but toybox seems poorly made and extremely unreliable. not to mention workshop is much easier to work with
