The hosting provider can and will claim damages from you if your server comes under attack and it causes any form of downtime or damage to their infrastructure. It's only fair to get the cause of the problem to pay up, but seeing as they don't know who was attacking, they can only charge the client attacked.

1. It is very easily detectable, many servers already detected it before garry did.
2. The DDoS attacks were so strong that they took down pretty much an entire datacenter, causing damages for not only me, but to other people using the company. That was why I was forced to pay the sum, it said so in the ToS, but I never expected to be DDoS'd.

Incredibly easy to detect, there are several methods that only require a few lines of Lua, and plenty of methods have been posted around Facepunch from time to time.
I think a lot of people didn't bother with anticheats because of the reputation the SethHack community has for DDoSing servers who have them.

As Drake mentioned, because SH users regularly target communities that ban them.
Plus most people don't understand the power of the debug library.

Because it does require a certain level of competence with Lua to do, and you get the shit DDoSed out of you if you get caught with one, plenty of smaller servers on simple GSP plans wont be able to deal with that (before I moved to a dedicated box, my last GSP (XenonServers) terminated my hosting without refund because I was DDoSed). Plus, a lot of people wont be aware SethHack exists, or will assume not that many people will use it. If they've never run into the problem of users using hacks they would have never searched for a solution.

I doubt any other addon would need to create the local variable "SH" in the same file where they overwrite hook.Call.
