I was looking forward to this too, seemed like a really good RP :(

It does have a good place for raiders. It's an underground cave that seems to have looked like a smaller vault but not as good. It also has a pit of nuclear waste at the very bottom of the place. And it also needs that thing from the vault to start up the generator for lighting. ( I would use this for raiders)
And the entrance to this is like an entrance to a parking lot then a building with a few time bombs. you have to use the bombs to blow off the entrance to the cave to get in since it's blocked off by boulders and stuff.
It has a town in the middle but it's not like megaton. It has housing, a restaurant/bar with a cellar and another cellar under that cellar but it has a table with saws and brutally tortured dead people and a small underwater tunnel that leads to the well in the center of town. It has a building for a sheriff with a desk a watch tower and a jail with one cell. A place that looks like a farm right out side of the town with a house for who ever owned it (with a cellar where you can store things). A couple of shop stalls every now and then. Similar to that lady in megaton who sold food outside.
An underground place that has computers and stuff and bombs and (i've never played fallout 3) it seems to be perfect for the enclave.
Lots of wasteland. The only thing other than a wasteland above ground is the town a couple of shacks (one of them has a tunnel that takes you to an underground cave and at the end is the vault. The other is has a tunnel that takes you to this system of pipes and stuff and an un-openable vent that on the other side is this pipe room for that place that is good for the enclave. the place that leads to that underground place that's good for the raiders. The entrance to the place for the enclave. A big hole in the ground that looks like a nuclear bomb hit that spot. If you step in it you begin to lose health until you step out. Mountains surrounding the entire area. And last but not least a long road that goes from one side of the map to the other.
It also has a hidden building behind some terrain where it's like a garage entrance then a door next to it and inside is just some open space and then stairs that lead to a computer room. (could be used for slaves)
There's still some more things I think but I say that this map is the best RP map of all time. It was used back in the Gmod9 days for LightRP and it's a great map.
If you want to use it just download it from garrysmod.org and type in cscdesert. Just no clip around the entire map and you'll see how much there is. If you haven't seen it before just PM start up a server and I guess I can show you around unless you have someone who already knows everything in it.
The only down side to it is that it doesn't have a ton of rundown buildings like you wanted... It's really just a bunch of desert terrain with everything that I mentioned.
