I really don't think the computer specs have anything to do with it because as I said, it used to run fine. But anyways...

Graphics card? I'll take a guess that it'll be the Intel 965, since your laptop looks exceptionally similar to my girlfriends.
tl;dr version: Integrated cards aren't built to give good quality graphics. Basically, get a new PC or live with it.
Once again, I must mention that at a point in time, it HAS WORKED FINE for me. I don't know why people keep on saying the same things when I've clearly stated how it used to work about 5 times now. I'm not asking why it won't work, I'm asking what I need to do to get it to work again. And get a new PC is not the answer as it USED to work fine on this PC. It is obviously some software that needs installing. Not a new computer.
Then install all the software you could possibly need. We can't read your mind, so as we know what software you could need.
Well I thought I had (namely my graphics drivers and DX9), but I still can't see water effects, underwater water surface (the surface from underwater), bump maps on models (the PHX pack is completely flat for example, and the model I linked to earlier is also non-bumped). It's quite depressing that it won't work
