If i'm correct, 80 just means the KB's, not the MB's.

Nope, you're not correct.
The max value for net_maxfilesize is 64, which means 64MB.

sv_allowdownload [b]0[/b]. That will tell the server to not allow downloads from the server thus getting it from the url.
