Put the COD NPCS folder that is in the zip in there.

Actually, I did. And it still didn't work. I even extracted it from the ZIPPED file to an opened one.

Okay i downloaded the addon
You DON'T extract it to your addons fodler
So here is what you need to do
Open the zip file
There will be a folder called CODNPCS V3
Now double click that
There will be 3 folders: MATERIALS, MODELS and LUA
Now go to Program Files (or Program Files (x86)) > Steam > steamapps > [steam account name] >garrysmod >garrysmod and extract all 3 folders there
Oh also DO NOT EXTRACT THEM INTO THE ADDONS FOLDER
The guy that was posting his "solution" didn't even download the addon to know that the NPCs are not in addon format

"Gmod 11" is the nickname people gave to GMod when it updated to the Orange Box engine. It is not called Gmod 11, or Gmod 10. It is called Garry's Mod.
Numerical notation stopped after GMod 9.
