Multi-leveled walk ways perhaps?
or perhaps for some form of structural support?
Maybe it's just to make it look better, the design effect. More entreaging and pleasing to the eye.

The outer Walls and structure of the Citadel were confirmed to be a alert system by the HL2 Wiki I think. As you play through the storyline the structure will move around, bits move up, while others slide down. It's used to tell the Combine units that are already dispatched what the threat level is.
The ribs you see may just be support structures. Parts of the Citadel designed to stop it from twisting out of shape, at the height it reaches this would make sense. And they seem to be near the landing areas of the Citadel too. So that could explain the airial units coming out. If they do.

Okay, I think so far we have that the ribs are a visual alert for dispatched Combine, Gunship/dropships use them as landing decks, for support of the upper part of the Citadel, and possibly used as ventilation (which explains why there is only a rib structure).
For some reason they remind me of an antenna...
Could it be the suppression device?
I'm going with air vehicle landing areas.

Maybe the suppression device is in one of them, but I think the suppression device is on the other side of the Citadel, like it was that little jet out part that went from top to bottom and had a bunch of random shelves and atennaie on it.

Actually, the core is below ground level in the Citadel and the dark matter teleporter (thingy?) is above the fins.
But I'm glad you brought that up.

I was going to say, inner skeleton of the citadel, but seeing as they're exposed when the citadel is on full alert, my guess would be that it is some sort of air staging to launch and retrieve dropships/gunships etc.
Then again, look at the footage of the beta citadel, weren't you supposed to climb up some ladders and reach multiple platforms similar like that?

Never head of that, post the link please? I know I saw a vid where a mapper made something that sounds like that.
Come to think of it, I've never seen any footage of the beta citadel, only screenshots and a map or two.

Why would the combine need something so big for a mere suppression field whereas the teleporter to the other dimension is the tiny little antenne that is at the top of the citadel?
I wouldn't surprise. Combine can teleport to other dimesion, but not between their current one.

Actually they can, thanks to Mossman giving the plans for eli/kliner's teleport to the Combine.

Yeah, but considering GLaDOS is the computer network mainframe, she must've made a back-up of herself on the Borialis to assist the Apature Employees.
The portal tech is a given, and Portal was created to give us an idea of how strong Apature's tech is.
I can't wait to see Kracken base remade, hopefully they make aggressive stalkers so its like the beta.

Im pretty sure the ribs are the inner structure, at the end of the game when you are going through the citadel, you often see these ribs with tubes going up and down them.

I think you're thinking about towards the end of the pod ride where you can see the city, which is actually in that thin little tower at the very top
They could be like a support structure, for when the citadel goes on high alert and opens up, it doesn't fall over.
I think it has a few different purposes
it shows when its on it's red alert, but it also could be landing decks or lookout balconies for them to watch over the city.
the main reason for any of it thinking realistically is that it just made the citadel look interesting, but thinking into the half-life world is too much fun.
Those can't be support structures. They move, and don't look structural or like a skeleton. Also, why expose the support( if it was) while on a red alert? Sure, rebels are underpowered and don't have enough resources to assault the citadel. But somehow they manage to get explosives. (RPG)

Well lets look into the half-life world theory behind that... The Rebels could make safisticated weapons, they had the resources.
I think they got the rockets from the combine APCs. If you grab the rockets with the physics gun, then you can see that they look exactlly like the rockets fired from your RPG launcher.
The point is, it would be stupid for the combine to expose the support structures during a maximun alert.
So the ribs aren't that.
It could be some sort of sensor relay.
