Just go on the gmod.org website, and download them all (or use a script to do it).
And why can't you have a php client on linux? (Utorrent works I believe on Ubuntu)

rtorrent, it can watch folders for new torrents. On my server I have it setup so I can just upload them.

Just go to gm.org and start downloading the few top ones, I'm slowly going through the list.
