You can't really. If you don't allow uploading at the time you download, the tracker will simply block you or give you less priority.
And for "slowing down" the torrents, you need to download from all seeders and incomplete peers at a high download-rate while not uploading at the same time. - Which get's you blocked by the clients and trackers.
This will also make the download complete really fast so you "stole bandwidth for a few moments".
And you internetspeeds (0.9 MB/s in download) is not that fast. I have 2 MB/s and my server > 50 MB/s. And even with this capacity, you can't really slow down the shit.

Ican't virtualise using Virtualbox on Win7, just crashes out... Arghhhh, i was going to setup a Debian box with the same specs as some VPS hosters to test things out.

They run Linux, damn cheap but unmanaged though. So if you don't know your way around linux, you won't be able to set up a good seedbox on it.

Ticked off "Web Server" and "SQL Server" as well as the Desktop Environment (Gnome) in the installer...

Their packages do mention bandwidth though... Lowest package is 150Gb.
