Instead of worrying that people wont/will want certain features; why not make each feature optional. Like the modules stuff you did on SS.
I believe the script is now crucial in GMOD10 Roleplay environment. I know people disagree with that, considering back before LUA integration we didn't have fancy guns that lock and unlock doors, arrest systems and whatever else LUA has brought into RP. But as you can see, we need the scripts now to advance the roleplay all together. Alcohol is supposed to make you pass out when not drank responsibly. But you need to add features that are more 'realistic'. Like the max amount of money you can carry, integration of ATM/Banks, a better communication system. Mobile phones, radios, computer networks. Not everyone speaks over a CB Radios. We also need the script to open up jobs/economy to the environment. Although we can simply spawn an prop for $10 and sell it over. We need limitations on who can spawn, and spawn what.
But what I'm trying to say here, although you're trying to cut out some of the pointless/useless shit that the script has (Like what UCRPM had). Maybe refine on which features the community needs. And don't listen to all the fools out there, there is a lot of mindless morons on this forum, specifically when it comes to RP in general. So pick the features that sounds much more practical, and perhaps somewhere down the road add a module that controls which features the server/admins which to have enabled.

I personally think that there should be specific jobs that do specific things. A farmer could produce base materials for food making, and that's it. A chef could combine those ingredients to make different foods. Then, a clerk at a supermarket could sell it. Or a lumberjack could make a wood resource out of trees, which would be turned into a table by a carpenter. You know, have a little system. That would allow realism and help trading go along.

I like the idea, but I think it would be over complicated, and people would not want to bother with going though all those steps just to get some food or a table.

It is not a bad idea but people will just change their job to get what they need.
Example:
Job - Builder
Person: I need a table!
(Person changes job to carpenter)
Person: I'll get a table now.
(Builds table)
Person: There we go.
(Changes job back to Builder)
See what I mean?
Then how about you get a Jobs Paper every so often? Then you choose which job you want, you get hired, and you're stuck with it until the next jobs paper arrives.
Once again, I think it's over complicated. What if only a few people are playing? There will be too many jobs, and you won't be able to play.
