Run wireshark and find out.
They're stored in server.dll
To anyone looking : chances are they are a modified version of the 64bit steamid. Probably bit shifted, that's what happened last time.

Any particular reason for this, to me it'd make more sense to get a list from the internet so you don't have to update the game to update the banlist

which would also be easy for servers to spoof, bypassing the whole "i dont want server owners to turn this off"

It makes no difference to me if server owners use some injection to turn it off. I'm not going to try to stop them, but I'm not going to add an official way to turn it off.
The cheaters still can't join 99.99% of servers - so that's fine.

To any server owners out there that are on here, do you think you are going to bypass the bans serverside using the .dlls that have been released and others that may be released later on to allow some of the people on the bans list onto your servers?

It seems like Garry is going through the 'Responsible game developer' stage.
In fairness, There is nothing that us, As coders, Could not make an anti-cheat against. Trying to teach people through negative reinforcement is just not going to work, People are too stubborn.
I just think that taling too much into your own hands is depriving server owners of the most basic of features: Who do I want to play on my server.
As much as I agree with the banning of players, And depriving them from the right of interacting with other players online, Is a good idea, I just think this has been taken a bit too far.
Sorry if i have come across a bit strong, That is not my intention, I am just trying to be constructive.

Because packing makes making legitimate modifications harder while barely affecting cheat developers

Cheat developers looking in the binaries probably have know-how to unpack the modules, whereas legitimate module developers probably don't. Packing the modules brings no benefit at all.
Antiviruses have every right to see it as suspicious, packing modules is common virus masking technique and legitimate applications have little to no reason to pack them.

At this point it isn't about the players any more, but more of what powers you are taking away from the servers.
They want the power to allow cheaters to play on their servers... but why?

Punishment for cheating in a SANDBOX game not some random shooter, in other games sure there is only one reason to cheat, but in Gmod there are literally an infinite number of reasons and not all of them are there to deny players enjoyment like you have stated. Such as what is wrong with say using a Bhop script on a Bhop server you are affecting no one by doing this, some people have stated using them to simply bring down there settings so that they can enjoy the game more, or a few friends get together to prop push each other on a private server they are affecting no one and enjoying themselves.

Yeah, but you should have no reason to bypass sv_allowcslua for this, if the server Owner(s) want you to do this, then they'd have it on.
I'd say let all of the servers with sv_allowcslua not have the global banlist, but then you'd be letting everybody back into DarkRP servers.

The server I did use mine on for bhop had it there for the people that they didn't want to use it easily and if they were not one of the people who were allowed to use it they were banned permad because the server made sure to have enough admins/mods to deal with the problems themselves, they did not need some global ban system to deal with the problem.

No I'm not. I've already said you can do what you want with your server. You're asking me to allow banned people to play on servers - which totally removes the punishment for cheating.
Maybe I should add an option to let you play on servers with pirated versions of GMod too?
You can't claim that everyone you detected were cheaters, as mfsinc stated before, he was banned for testing bypassers on his own private server to develop his own anticheat.

He obviously did it to conceal his super duper anticheat detection methods. I don't see what you want to know. I think it's stupid, he doesn't.
