Disabled the in-game report function and added a chat command to report people. Simply type /report and your message.

It just posts a thread on x board on the forums with a chat log which doesn't give that much proof. /report will send a message to all online admins so they can assist you. Also eliminates the need to get an admins name if you want to contact them and most users would just scream it out in OOC where the person getting reported could see. Btw, vehicle upgrades. Yes or no?
