Well, My chat commands don't work, and PlayerSay isn't in range only, its global like OOC. No I do not have ULX or any admin mod for that matter. What is the issue?

Something is hooking into PlayerSay and overriding the gamemode function.

I had the same issue. Exosounds will do you in.

The script reads your smartness level. If it's not above 6 then it won't give you weapons :v:

Just an idea for you here LuaBanana - put the ID Card and Wristwatch into a SWEP together.

Have your ID Card up on screen, be able to swipe it in things (like use it as a debit card or something like that) with leftclick and hold rightclick to check the time. Maybe be able to throw it away using reload+click or something just for fun (and possibly identity theft - that would be nice to have too, the ability to steal someones ID Card and use it to access their funds)
