Oh, yeah that happens to me too sometimes.
When you get connection lost to steam or you turn off steam while playing gmod, you get those squares everywhere.

Try another download server. Seattle's server has only failed me when something BIG is going down (like Bioshock for $10 or the TF2 update a while back), in which case Iceland pulls through
