It's called ObjectDock from Stardock, a completely free version can be had from Rocketdock, but I prefer the free version of ObjectDock.

It's funny how we're acting. i may be addicted to Gmod, but i can wait it out. my CS:S is working, i can play HL:2, i can wait, but if Valve fucks those games up, well, Gabe's going to be on my shit list.
I'd rather not, strongbad. I am so bored out of my mind right now. It's true, I have no life. I have played over 2.8k worth of time in gmod, in almost a year.
I cannot live without it. So I must say to you, screw off.
