No, I think high demand is relative to the game mode, excluding version of modifications.
So if the game mode isn't popular, it wouldn't have many players overall on any server, but a larger majority would be on the game mode with the higher demand.

I remember 3 or so communities back when you had a DarkRP server and someone payed £50 or so for permanent admin, then you closed the server down a few weeks later ...

If he is willing to donate £50, the community is so thankful that they give him permanent admin. He didn't buy permanent admin.

That's how server owners justify it so that they don't get their asses sued by valve. But it in reality we all know that it's not a donation, you are paying the server owners so that you can be admin.
