Not good idea, because most of players wan't to have weapons. Most of features you mention on the post are already on every rp. This sounds like gmod9 rp, so no way..
Its very fun, an there is no need for guns.

I always thought it would be interesting to allow guns but have a sort of 'sin' meter.
When you die you get banned from anywhere to an hour to a full day. The more you kill, the more you 'sin', the longer the death ban is. If you're good all you get is a one minute ban.
It prevents RP from becoming a mob war, adds penalty to death, removes the killers for long periods of time, and adds a reason to live.
A common problem is people not playing a fresh charactor or going to get revenge on the person who killed them. The ban deaths would make them cool down before they can come back on.
You dis-allow guns, yet allow the ability to randomly walk up to someone and ragdoll them.
This is going to fail.
This is great.

I would like if you could paint graffiti or something. like upgrade it . first you are really bad and be better etc, Police can wash it off. And it cost much money. and need a mount of negative karma. And you can only draw one in 2 hours so its not much graffiti ^^ I would really like that tough... ^^

Currently jakegadget is working on another project for the fretta contest. There won't be any updates until that is finished, which is in a few months. No, the project hasn't been canceled (I run the svn for it, I would know), but there won't be any active development until the fretta contest is over.

Even if people think this gamemode sucks, since I saw many people rate bad. I think its probably the best thing I saw...Keep up the work man. I will use the gamemode if you can keep working and adding new things. And also its very good, so dont abandon it. This has good potential on a serious RP gamemode and not DarkRP where everyone runs around with guns. This can help out with a real life RP and yea...KEEP UP THE WORK MAN ONCE AGAIN GREAT JOB
As far as I know jake hasn't abandoned it, and if he does, I may take over (with his permission), or we may release what we do have done (with his permission)

Instead of private message, you can be upgraded as a mail man and
deliver messages. Reading messages that aren't ment for you
will lower your karma, and if you do suceed in mailing, you earn money.
Never say no to a RolePlay gamemode, if you have enough of rp gamemodes then why I always find people complaining about missing good roleplay gamemodes? This may be a good gamemode who knows though.

Well, Jake has given me permission to continue this (at least I think he did, or was that something else... I'll ask him), so after I finish the gamemode I am currently working on, I will get back to this.
