I will throw a stone at you and say you have the pirate version, which is old and doesn't support jigglebones.
Buy the game and the boobs will work.
It is most likely a jigglebone base rendering error the modeller made and overlooked.
I suggest re-installing,and if that does not work,it's most likely an error the modeller made.
This is pretty much like the when ragdolls in games spazz out and stretch! I say its either bad physics for the model or bad download resulting in problems!
Okay, actually on topic: You can sometimes get this problem if you spawn a Stalker NPC and kill it, there is a fix for it somewhere, I think it may have to do with either jigglebones or a weird HL2 bone on the model.

This fixes the problem, but is apparently a new model, so I say re-downloading the models to see if that might be the problem.
