unless it's changed since ye olde days of the gmod 10 launch, the bloom in the post-processing tab of the Q menu is completely separate from the bloom option in the video settings. i think gmod doesn't use the default source bloom and shaders
i used to have ungodly problems like that but then i just turned the gmod bloom off. but my video card can play the game on high and you seem to be having problems with that so it seems your abysmal video card may have something to do with it
