Here's three things I have installed on my system to integrate VTF files the best I could.

1. [url=http://www.wunderboy.org/sourceapps.php#vtf_shell]VTF Shell Extensions[/url]: This will enable VTF files to be viewed through folder icons, like JPEGs and PNGs do.

2. [url=http://nemesis.thewavelength.net/index.php?c=178]VTFEdit[/url]: This will allow you to view, create, or modify VTF files.

3. [url=http://nemesis.thewavelength.net/index.php?c=154]VTF Plugins for Photoshop[/url]: A very useful alternative to VTFEdit (makes for higher quality textures as well). This plugin will allow you to import and export VTF images in Photoshop. From my own experience, VTFEdit will produce artifacts on it's highest quality settings, while this plugin will keep the full detail intact.
