I'm the owner of a gaming community that's going to be turning 4 in a couple of months. To celebrate, we're expanding into other games. Right now we only cover one game but we've decided to open a few Garry's Mod servers: Dark RP, Murder, and TTT. I am an experienced (8 years, more than Lua) developer who codes professionally so I don't need a whole lot of help developing but community will need more staff to cover the extra servers. I read the rules and it stated not to advertise servers, so I'm trying to keep this as neutral as possible. So my question is, does anyone know of a good place to recruit staff?

Of course it is! My existing staff team bought copies of GMod and they're ready to staff the new servers. The issue is that someone can only staff one server at a time and it's not exactly fair to expect them to double their workload. Some games have dedicated forum categories for server advertising and recruiting, so I was wondering if GMod had anything similar.
Not really. Again, try asking your community. If one person can't get on two servers, then get someone else to work for that other server.

You will have to pay them, so it is not for free..
And more than likely, they will be an asshole to you. (aka. Ruin your server) because job hiring doesn't require a dev sub, so they are unreliable.

Should have thrown a '/s' on the end of that post, haha. I'm fully aware that people aren't too happy with ScriptFodder. I'm a webapp developer and my business partner and I have considered moving into this category of websites. Something similar to CoderHire / ScriptFodder but for more games than just GMod.

Yeah I was being sarcastic, I'm aware of how the jobs system works. On top of that I'd never give anyone full SSH / FTP access to my server. They can have a sandboxed server to play around with and that's it.

No seriously, your community should be the first and best place, unless it's a bunch of unorganised and missbehaving kids.
Add me on Steam and I'll help you out on your TTT server as long as it's not 24/7 Minecraft.
You shouldn't invite someone you don't know to become a staff member, or without making them go through a certain process to make sure they'll do what you want them to do the way you want them to do it. What do you expect from your staff? What will they do? How should they behave? Once you've answered that question, pick the most active members of your community and filter them with these questions. The ones who meet the criteria, offer them staff. If you don't have a community to pick from yet, then you don't need staff. LifePunch had no staff member for the first two months (up until we started having players on even when I wasn't, during night time, then I recruited staff.)
Isn't LifePunch's eVIP like paying for moderator? The quiz is pretty simple to pass.

If i remember correctly you still have to pass an application as well as the quiz, so people cannot buy it, pass the application and then troll as an EVIP.

Never, ever hire someone outside of your community. The people who genuinely want to be admins are the ones playing on your server a lot, reporting the rules breakers and following the rules themselves.
You can't really trust anyone outside of your community to more or less control your players.

Before you can even apply, you have to pass an automated quiz.
After that, you have to apply for EVIP that is handled by super admins (aka people who have been admins on LifePunch for usually over a year.) - they don't only check your answers, they check your behavior in-game, on the forums, etc. Basically they manually check each case to make sure that person is fit for EVIP.
Beyond that, we have an entire department in our staff team dedicated to watching EVIPs and handling any situation where they may misbehave.
Yes you can pay for it (mostly as a way to support us), but no, it isn't as easy as "buying moderator", I assure you. :)

We have a full process for filtering applicants. Works perfectly for our main game, don't see why it wouldn't for GMod. We have plenty of people who want to be staff but the issue is that the vast majority of them don't own GMod. That's why I'm looking for people outside the community.

Just about all of our stuff is automated. Really the staff just need to keep things running smoothly. Also, see above.

You should find admins/mods/staff in-game, so you know they are at least active. Does the server you plan on running require 24/7 admins? I always got staff for my servers by playing on my days off on my servers and finding the absolute best candidate. Avoid hiring people who care more about being admin than the community/gamemode.

Our peak hours are EST so we mostly need people in North America. Our existing team members located across Europe and Asia own GMod and are ready to monitor things during the small hours. The real issue is just peak time.
I'd like to be a member of staff on your server I am experienced and im active and I had 1,000+ hours on my own steam account and 271+ hours on my brothers. I've been trial mod mod admin super admin owner founder co founder. I am fully experienced
