Server needs minimum, but suitable amount of content. Don't just splash 50 workshop addons in there or your players will be waiting hours to join. You gotta take into consideration some people don't run with great internet connections. Also, server performance can deteriorate with an excess amount of addons on your server, make sure that your server runs quickly without lag. The culprit can sometimes be the prop limit. Sometimes it's the server host. I used nitrous networks for some time and it seemed to run good, but as population increased performance deteriorated. So I purchased a dedicated server & it was back to a non laggy state.
Also, administration is a huge key into making a successful server. The admins have to be mature, strict, but not too strict. Also, taking the piss out of players as an admin is the worst thing you can do. Make sure the admins don't group together into one big gang too, I used to run a DarkRP community called BackyardServers and half of the admins grouped together and tended to abuse their powers like crazy. I had to reform the entire staff team because of a Manager who tried to kick me from my own community and started to spread shit about me. You need admins [B]you can trust.[/B]
Furthermore, try to minimize the use of publicly released addons / CoderHire/ScriptFodder addons, as it's really boring to join 5 different servers and see the same concept, and the same addons on there. Try to learn some lua and make your own addons, entities, or even your own gamemode. You may see that it won't be very popular at the start but by attempting to advertise yourself to the community it could assist the playercount. Yeah, server's without imagination are normally flooded with CoderHire/ScriptFodder addons, from my experience.

This, the guns don't even make sense anymore
1. Get unique content (make sure other servers don't have it)
2. Have a name that stands out, that makes people want to join it.
3. Make sure your server has stuff on it to support that title...
4. Invite friends to the server to get some players on and hopefully others will join also.
Lastly, try to keep your playerbase. You need to make sure your players are happy so they stick around.
