There's one thing that sets this guy apart from serverwatch though; he's in Thailand. Now, I'm not exactly sure if it's possible that you can somehow set your IP to somewhere in another country, but if it's possible, I wouldn't be surprised if it was him. He went to great lengths to try and "educate" us all, it's no surprise he'd continue by pulling some convoluted IP change just to do it.

register w/ a proxy or vpn, get a friend to do it for you, etc.
