I used to have a low end pc ( the motherboard came from 1995 to give you an idea) and all I would ask is people to delete their stuff when the are done with it. If they are actively using it, then I would just go to another section of the map. So I know how it feels, but on the other side, if you really have issues that you can't even play if there was a single light, then why are you in multiplayer?

^ This. It's not that I won't adapt neither would I spam lights all over my house to give it an extra nudge. I was having lazy hours reading through this thread from page 1- current and I noticed some heated arguments about this subject. I'm just playing normally and being considerate with my props.
To come back to your question. I guess they just as much as anyone else want to play GMOD. I mean, I had a broken RAM thing going on causing my game to crash with the slightest bit of overload (e.g. someone firing a gun), yet we keep ignoring the frustrations and play on. Even with restarting the game 5-6 times an hour till the component was replaced.
Garry's Mod does things to the brain.
WAC or any of those vehicle addons. They ruin a person's creativity and are just plain annoying. Why don't people make their own things anymore and not something pre-built and by someone else? Building my own things always seems like a lot more fun, IT'S THE POINT OF GARRY'S MOD FOR CRYING OUT LOUD.

You're joining a Sandbox server, a server advertises wiremod in the hostname..
Obviously, you would join that server to build stuff with Wire!
Suddenly, you just finished building the base of your contraption, and then you want to use the wiring tool obviously.
Well, here comes the best part! Wiremod is restricted and you need to play 4 hours first on it first before you can use it.
Higher ranks also start killing you in noclip, because you said someone their mic was a bit too loud.
I'm not going to say which server this is.
