Why? There is no reason why I shouldn't take money cheated by server owners.
And if people trust their "hard" earned money to atm addons that don't even have a anti spam system, it was their own choice.
Lastly all servers I did this on had "sv_allowcslua 1" so they allowed me to load the bruteforcer, so we could consider it as "guessing" the code or roleplaying a "hacker".
Now you could say that taking the money was a dick-move, yeah, I was rping a dickish person.

Some servers use a shitty looking atm system from coderhire, it uses net messages. It has no anti-spam system as far as I could read from the client side code.

Goto gametracker.com, search for atm in server name.
You can also search for server variables, so you can clearly see that 99% of server owners have no clue.
What I've noticed is that the most shitty of all servers have an "anti-cheat" although they have sv_allowcslua 1 AND steal all your cs lua, which is pretty retarded. I'll release something to get around that "anti-cheat" when it happens to me again. (If you're concerned that I'll leak coderhire code, no I won't do that)
(I'm not talking about shitty "private" cheats here, because I have none of those. I'm talking about servers stealing code that would be eventually sold on coderhire, or code that could be used to harm other people. Also it's an infringement of your privacy since you never got notified, that your stuff might be taken when joining that server.) I'm ok with anti cheats, I support them, because it's kinda getting over the top. But stealing peoples work? That's just wrong, I'm surprised that something like that is being sold on coderhire.

Play to lose is also terrible, and server who don't have roll, if there's a metro police, why should he play to lose against some weak citizen trying to slap him

Play to lose = a terrible excuse on the server owner/gamemode developer (Not much the player's fault) for not implementing a counter to weapon killing efficiency.
How I would counter player skill/weapon killing efficiency: When not aiming (if your a beaten person or something ex. citizen) down sights, your accuracy is ultra shit because the gun wobbles all over the place (As if the person is weak/has no strength to hold the gun well. This would apply more to heavier weapons). Disable or reduce the number of tracers that the gun fires so that it's only once every couple of rounds or not at all. This would in term limit people's ability to hip fire and guide in by tracer.
Develop a system where MC (Metrocops) and combine take less damage from rounds then citizens (Rebels take not as much damage due to having SOME stolen combine armor).
Have ammo ultra crazy fricken rare.
This is namely aimed at HL2RP. If this crap's already in-game forgive me as I don't play it much.

Perp actually had a lot of effort put into it. too bad its not maintained or updated at all anymore, and the servers running it usually have clueless owners and abusive admins

A) Being accused of using a voice changer
B) Being told my voice is awesome
C) Being told they can't hear me
D) Being asked if I'm black and weigh 300lbs
E) Some combination of the above

I saw a gamemode called Mafia Wars which had a system where your skill with guns decided how much less the recoil was when you shot. It was a fairly interesting system, and for the most part, it kept people from killing each other until they trained at a gun range.

PERP has an idea, but they sticked way to much with the contraband economy and sticking with the whole "sewious" rp ideals. They should of picked up an actual economic system based on the planting and harvesting of materials, and prices determined through the amount of labor by the user to harvest it.
