No, it's not compatible with Evolve... or at least, it wasn't designed to be.
You can disable the motd from the configuration.

Pretty sure our readme files in the ulx addon folder say, but, just in case they don't, and because it seems 90% never read informational files and FAQs, delete your gmod/data/ULib and ULX folders.
How do I make it so on TTT, Super Admin + Owner rank have yellow names on the leader-board as well as Admin?
