I think your to-do focuses too much on weapons while you should focus on items to enhance roleplay.

Dumb, make people be able to buy property in bulk and they have to pay weekly a free on that property bulk, for example you can buy a appartment building, and then your account is charged weekly, and it's up to you to get people to rent out the rooms so you can make profit.

Thats what i just said, you do purchase the building, not each door and you get charged rent on it.

Science, don't go making this too over-rp'stylish. But I love the idea with buying properties, and getting charged for it.

You should add artillery guns too kill the tanks/vehicles, also add a flamethrower.
There will be anti-armor RPGs to sort the vehicles out.
Also, once a vehicle gets destroyed it costs a huge amount of cash to repair.
So if you own a tank, try not to drive over a mine and pay $450,000 for the repairing of it.

Not to deminish your work, but this sounds a lot like PERP. Still though, it does have some pretty cool features. Also, is this going to be serious roleplay (like HL2RP), semi-serious (like Phase Four), or non-serious (like DarkRP and PERP)?
Semi-non-Serious I'm hoping.
But In the end, it's up to the player to rp or not.

DarkRp was my favorite deathmatch gamemode
But on a serious note this look pretty good, I am not a DarkRp hater (Because I use it as a sandbox/deathmatch replacer) and I think there is some potential in your gamemode
I do believe that you just took a massive shit on anyone who wants to say you're a shit lua coder. Not amazing but DEFINITELY good.
