That wasn't how it was in the file. He copied two places in the file and pasted them together. People should know that they should change the steamid to theirs.
I put it to mine because I was the one using it and testing it. I forgot to change it when I put it on github. It wouldn't even do anything until someone changed it anyways, it would just do nothing since there was no crc yet.

I did not copy and paste two parts of the file together, dumbass, it's two different screenshots, one from the top of the file and one from the middle of the file where the code is.

Because every casual server owner knows that your SteamID should be changed to their own, a lot of server owners don't even know how to get a SteamID.
