Do you still know who it was? Not that I would care, but I'm curious. As long as he does not sell it, he can copy and modify it as he likes.

Is there any way to use local mp3 files in the stream radio? Like just off of my computer without any URLs or anything?

Yes, but:
- The file must be in "<path to game>/garrysmod/sound/" folder.
- The path must be relative your "<path to game>/garrysmod/sound/" folder.
Example URLs for "<path to game>/garrysmod/sound/mymusic/song.mp3":
- file://mymusic/song.mp3
- mymusic/song.mp3
