Anything using the eye shader won't accept selfillum or fullbright, so it's pretty much impossible with your run of the mill eyes
If you want to still be able to move them with eye poser, it's not possible in the Source engine. The Eyes and Eyerefract shaders are technically translucency causing shaders, and selfillum is 100% incompatible.
If it were possible, my perskin would have glowing eyes for sure.
Actually wouldn't you be able to just use a different shader eg. VertexLitGeneric?

If you used VertexLitGeneric, you wouldn't be able to pose the eyes anymore.
But you could make them glow.
