Wasn't one of the reasons Katrina was so serious due to essentially different construction styles in the US compared to Europe? While a lot of buildings in NO got utterly trashed, buildings in European cities that were completely flooded held out far better.
The 2002 floods in Europe were absolustely massive.

Another thing is, that a lot of US buildings in cities|suburbs are generally 1 level. As such they technically suffer more. As such even though the floodings in New Orleans were terrible, different construction might have led to vastly different results.
