Most People use the Enhanced Citizens pack. You can find it with some digging on Garrysmod.org

I definitely say no to the L4D2 Ellis' hands. They are ugly and badly rigged. Also, the skin color doesn't match.
Not to say, ther today every soldier uses tactical gloves.
The model of engi is awesome, though. GJ.

They're not ugly at all and the only questionable rigging is around the wrists.

nope, its a blue overlay/adjustment that raises the amount of blue color saturation in the dark tones of the image. Its a stylistic choice that a bunch of editors (me included) use all the time with various colors to influence the contrast and colorpalette of the image. Just because it may look reminicent of the instagram brand of "retro" filers doesnt mean you can compare the process of color correcting a composed gmod screenshot with a hipster running his picture of a starbucks coffee through a shitty app.
But it looks shit.
I think the first one looks pretty good with the blue overlay, the second one couldve used a warmer overlay though. I might be giving baptii a bit too much credit here, I don't know how much thought was put into the colorcorrection of these pictures, I just wanted to clarify that calling everything instagram'd is oversimplyfying the process and might be selling it short.
