There aren't really enough people to look like a revolution. It looks more like two people shooting at each other and a load of mildly disgruntled people and a couple dead bodies just happen to be near them.

I'd recommend a larger city area and more troops, with civilians to match. A bit more going on would be nice too, like a bit of fire and some small hand-to-hand skirmishes.
