To make your picture have less pixels? Just resize your image to 1x1 and you'll be set!
If your talking about how to make your image higher quality, type "jpeg_quality 110" in the console. It'll get rid of some of the artifacting that occurs when taking a screenie with the camera tool. But even that won't make your pictures %100 beautiful. Lighting, posing, and color all contribute to create good composition. Keep those in mind and look at how other people employ it in their work in this section.
