Lens flare seems kind of unnecessary don't you think?
If there was a brighter light shining on the trooper, then I wouldn't have a problem with it. But lens flare is a result of bright light either reflecting from an object in a picture or light shining into the camera, and from what I can tell this picture has neither.
I'm a perpetrator in this same crime though. I use lens flare allot when it's not needed. But I think we all could try to do a better job of contextualizing the effect and not just adding it in for stylistic purposes.

lens flare is compulsory for me at this point, i don't even like it but i find myself adding it and i hardly even notice

Eh, I like the flare. I view it in this case as more of a glint coming off the new helmets because of the rain. I like the edit, I may take a stab at it, but like has been said. I'm not 100% what to do with it, there isn't a lot there.
If you could make this look rainy, cold, wet, etc that would be awesome
