Does anyone know if the Ignore tool from the old Gmod ever got ported to Gmod 13? It makes posing small objects (like a cigarette in someone's mouth) so much easier, and I can't find anything like it on the workshop.

Adorable! Ragdoll Mover works, but if I were you I'd just use it for minor adjustments.
