Project Athena was an unknown biotech corporation's less-than-ethical venture into producing blackops units for the world's militaries. The original prototypes were females of above average physical and mental characteristics and through gene therapy were transformed into Athena Operatives. These women were hand picked from around the world on special candidacy criteria. Not all transformations were perfect though and some would develop genetic defects that could cause malformation of muscles and bones, tumors, and other unwanted physical abnormalities that lead to mental trauma from the pain and suffering as well as deformities in the brain. These subjects were soon scrapped and disposed of in favor of simply building a soldier from the ground up.
Medical records from around the world were collated and processed through several database systems that simulated a eugenics program to filter it down to 8 candidates. Each of the 8 candidates gave several samples under the guise of a medical exam for cancer. These samples were then deconstructed and manipulated into chains with synthetic additions that would create the platform for which this new generation of soldiers would be spawned from. Several prototypes were created and ultimately had deficiencies that ended in failure and continual reworking of the genetic structure until the final product was ready for training and deployment.
Due to the manufactured nature of the soldiers, it didn't take much for the biotech corporation to mass produce and soon there were about 2000 Project Athena units produced in the four years ready for deployment. The militaries these units were proposed to did not see the benefits of the units due to the lack of complimenting equipment to supplement their enhanced nature. They felt that training conventional special forces units were a more viable and cost effective demeanor. The biotech corporation mothballed Project Athena due to operational costs and lack of prospecting buyers. A secretive group called the Ordo Occulti Pugionem (translated as Order of the Hidden Dagger) became interested in the potential of the units if they were given advanced equipment. They struck a deal with the biotech corporation and pulled in other assets they had invested in to produce another 2000 Project Athena units over the next four years as well as develop armor, weaponry, and general equipment for the new units and existing units.
The Ordo Occulti Pugionem utilizes specialized units like the Project Athena soldiers to perform a variety of clandestine operations from industrial espionage to assassinations to counter-insurgency. They wish to gain influence in the global theater by more subtle methods than open warfare with other factions. As such they operate primarily in the shadows of any major conflict. The operations relating to the Project Athena subjects have been classified under the name Athena Initiative.
