Basically tldr all Towerlight stationed in Japan look like this.
Also there's two units The Police/Military Police wear all black uniforms with a white stripe going down their pants, and are more lightly armed and deal with civilians and spies but also make sure the Soldiers aren't causing a muck either. And the Soldiers are the guys what wear Green tops and black pants, are more heavily armed and are the guys that do the large scale assaults and actual fighting etc basically just grunts.
Also to help explain what the PGI and Towerlight Borders/Controlled areas are, here is this map, courtesy of Blitzkrieg.

Tokyo is one of the few places that Towerlight and PGI troops can interact peacefully, due to its neutral alignment and has a cease fire enact within the city.

Do any other factions use Embassies? It's a quicker and more peaceful method of negotiating rather than showing up in force to sign a deal and such.
