because its a squad with diffrent weapons for every situation.

For me it makes sense.
Typically you wouldn't stand guard with just an RPG-7, a loaded one for that matter, but rather have it on your back w/o a warhead locked in the tube. Launchers make p shit for close range fighting and would typically be kept slung on back or kept in a storage case until the situation calls for it to be needed(vehicle, light armor, etc)
That being said, it would make more sense to have him outside with the launcher incase any enemy vehicles try and barge their way through.

I mean the only time a warhead should be in the launcher(in the RPG-7's sense) would be when you're about to launch it at an enemy position/vehicle/noun
If he trips down those stairs he has a likely chance to discharging it(but the rocket grenades come with a system that won't allow detonation within a short distance for just such an occasion iirc)
Still, walking around the base with a loaded launcher isn't the best of ideas.
