I managed to talk to them both, first by convincing my dad he ought to apologize to my mom and to talk to him. After some yelling and digging up past issues, they managed to reconcile and are now talking to eachother again. Normally.

I don't know about where he is but here if you die, so do any unpaid debts. There are certain situations that could change that I guess.
