A) Doesn't give enough of a fuck to spend resources on developing better anti titan weapons, content to just keep training redshirts with the regular 3D manoeuvre gear, which means
B) There are more people dying, meaning fewer people to oppose said government and drawing more attention to the titans instead of the government
Also, in the later stages of the manga it's revealed that R&D has actually been building weapons designed to fight [I]humans[/I] in case of an uprising.
None of this makes sense unless you've read the manga (or the wiki), so ignoring all of that, yeah it's kinda bullshit. This all comes up rather late in the manga, too, so if you as a reader were aiming to avoid spoilers it's bullshit for a long ass time.
