Holy Daym GTA V is well optimized. I can even run it at 60fps on normal with my fairly old rig and my GPU isn't attempting to go all Kurt Cobain on itself.

That's because ookla measures the bandwith in megabits and what you see most of the time when you download is megabytes.
If the highest you get is somewhere around 1.2 megabytes then your maximum net speed is about 10 megabits.
