Eh, it came back up. Thing is, for the past few days, its been asking to update Steam. Which I've already done. Its on the newest version already, and it KEEPS asking to update. Steam.exe is still there, everything works right, but it keeps asking to do that.

Try running it with your anti-virus disabled.
