The crimes are getting worse and ever more aggressive, are killing more people every day and cemeteries are crowded. I do not know which day can be next.
Try to go a single day in one hospital here and not saw, 2 or 5 people in one bed or on the floor people with broken arms or legs without plaster or improvising things to sustain it, buy equipment for doctors or to operate since, "We do not have medicines or equipment for this" and the news over "8 year old boy died in a hospital by not having medicines" "100 newborns die by not having adequate equipment" "children with cancer, people with epilepsy, hypertension are on the brink of death because they do not get medicines to assist them" since the government refuses to admit international aid for hospitals to not ruin this image, if you are sick or very injured you are fucked.

To be honest, as ignorant as this is going to sound since I don't know much about the surrounding countries except Brazil, any risk to leave that hellhole should be a risk taken or at least considered. Right now you're at the bottom, and things don't look like they will be getting any better soon. You should get out of Venezuela ASAP, even Colombia should be an option. Or as Tbone said, apply for asylum elsewhere, perhaps here. There's a ton of Venezuelans living here in Miami that fled recently.

Since I live here, I would honestly tell Elcard not to come to Brazil, for a number of reasons. The first is our current economic and political problems, well sure this place is still LEAGUES ahead of the clusterfuck that is Venezuela, I'd say he could get a slightly better life here, but like I said slightly. Unemployment is on the rise and inflation is coming back, that's already a problem, and we have no certainty of things getting better, even if our current president falls, the future is still unknown. The 2nd problem is that I don't know, but I assume Elcard doesn't speak Portuguese, and that would heavily cripple his chances here, even though he knows Spanish and English. And yes, I know Portuguese and Spanish have their share of similarities, but you'd be damn surprised at the amount of difference there are between both languages, but since Elcard is a native Spanish speaker, he already has a rather solid base to learn Portuguese. Another factor I'd say is the high living cost in big cities like Brasília, São Paulo, Rio, since those are the places with most opportunities (also I'd recommend to stay away from São Paulo, place is too violent right now and breathing that city's air during winter is fucking terrible, the violence factor also applies to Rio). He could try coming to live in cities such as the one I do, but I don't think he could find that much chances of having a good life. The last option is Southern Brazil, the states that border Paraguay, Argentina and Uruguay. Those places literally feel like some European countries, for real, but things have been getting tough there as well. As for the asylum part; I'm not exactly sure, however, the government already said that we're an open doors country for refugees, but like I said, I'm not sure in Elcard's case.
Like you FT, I don't have much knowledge on the other South American countries, I can only hope things are better around there, but given the state we are in right now, I could probably recommend Elcard to try going to Argentina, Uruguay or Chile, at least I know the language factor won't block him as much. But as how their situation is, I'd prefer to let a native answer that, rama2299 could explain how things are in Boludo Land... I mean, Argentina.

No offense Peixe but I don't agree with your statement that Brazil is leagues ahead of Venezuela. Like, IMO they're on the same level just with big differences (democracy/dictatorship, criminals robbing people in broad daylight/national guard abusing the population).

Well I can agree with you there (especially the corruption part), but by what I mean was related to the fact we're not going through power rationing, massive lines in supermarkets and stuff. Life is getting tougher by the day, but it hasn't got to a state so similar to Venezuela's. Yet.
As for the National Guard abuse, by that I think you meant the Military Police. And the abuse thing actually varies from state to state. In the one I live, the MP is actually kinda chill, in São Paulo , the Federal District and Rio de Janeiro, it's totally different (I think it was yesterday that Rio's cops ended up killing 6 or more people while trying to arrest one person). As for the robbers thing, you're damn right, only a few places escape that, such as states located at the far South part of the country, for example.

With the '/' I meant Brazil/Venezuela, in this case I referred to all the incidents Elcard has told us about where the national guard act on their own resulting in firefights or absuing the local population.
And yeah, I've read that parts of Rio de Janeiro (mainly the favela) is basically a playground between BOPE + other police/military units and the criminals with tons of people getting caught in the crossfire.

2015 was a bad year.
Since this is the subject, the way I spent my last birthday was bedridden with some serious flu and a fever. It was cool, because I got to sleep the hole day (and especially after the God awful and stressful weekend 3 days before) , and I got a slice of cake in the evening, so yeah it was ok.
